Redgate has partnered with the Commonwealth of Massachusetts and the Division of Capital Asset Management and Maintenance (DCAMM) on some of the state’s most complex real estate, portfolio planning, and redevelopment initiatives. Our work spans strategic asset evaluations, land disposition planning, campus redevelopment, highest and best use analyses, developer procurement and selection, and implementation strategy. By combining market expertise, financial analysis, stakeholder engagement, and development execution experience, Redgate helps DCAMM unlock value from public assets while advancing institutional missions, community objectives, and long-term portfolio performance.
Projects include, but are not limited to:
DCAMM – Executive Office of Health and Human Services (EOHHS) Portfolio Strategy | Statewide, MA: Redgate advised DCAMM on a statewide evaluation of 39 health and human services facilities as part of the Commonwealth’s “Community First” initiative. Working closely with DCAMM and agency stakeholders, Redgate assessed facility conditions, operational utilization, market dynamics, and redevelopment potential to develop a comprehensive portfolio strategy. Through highest and best use analyses, financial evaluations, and market-based recommendations, Redgate identified opportunities for retention, repositioning, redevelopment, consolidation, and disposition. The resulting framework provided DCAMM with a prioritized roadmap to align real estate assets with evolving service delivery needs while maximizing long-term portfolio value.
Bunker Hill Community College Campus Redevelopment | Charlestown, MA: Redgate partnered with Bunker Hill Community College and DCAMM to evaluate the future of the College’s 32-acre Charlestown campus and create a redevelopment strategy capable of addressing significant infrastructure and capital investment needs. Redgate led market analysis, land valuation, financial feasibility assessments, and scenario-based development modeling across academic, residential, commercial, and mixed-use alternatives to determine the highest and best use of the campus. Following approval by DCAMM’s Asset Management Board, Redgate developed and implemented a developer procurement and selection strategy, including preparation of solicitation materials and advancement of a public-private partnership approach designed to generate long-term value while supporting the College’s educational mission.
