Security Square Mall is a legacy commercial site facing long-term disinvestment, aging infrastructure, fragmented ownership, and persistent vacancy. Once a thriving regional destination, the mall has become emblematic of the challenges suburban retail centers face in adapting to modern community needs and market realities. Recognizing the potential to reestablish the site as a vibrant, mixed-use anchor for western Baltimore County, Baltimore County launched the Reimagine Security Square initiative. In 2022–2023, Ayers Saint Gross led a collaborative visioning and master planning process, shaped by extensive community engagement, to reimagine the site as a walkable, transit-oriented hub with new housing, retail, public gathering spaces, and a connected greenway network. The plan emphasized urban design principles and intentionally aligned with the proposed Red Line transit corridor.

Building on that foundation, Redgate was engaged by Baltimore County in 2023 as a strategic and financial advisor to move the vision toward implementation. Redgate is advising on land acquisition strategies, infrastructure planning, and leading the developer solicitation process. In parallel, the team is working closely with elected officials, local agencies, religious institutions, and community members to ensure the redevelopment aligns with shared goals around equity, access, housing, and design.

The County’s vision is deeply tied to long-term economic revitalization and public-private partnership. Redgate’s work emphasizes actionable next steps—phasing, funding strategy, feasibility analysis—to ready the site for investment and long-term stewardship. The initiative prioritizes new public open spaces, improved circulation, and mixed-use development that delivers durable public value.
